Lab for Open Innovation in Science - Open Access and Open Data policies

Recently I had the pleasure to teach a course on open science in the new education programme Lab for Open Innovation in Science at the Ludwig Boltzmann Society in Vienna. It was a wonderful experience to meet and discuss strategies for open access and open research data with the fellows representing very diverse fields of science.

Of particular interest was the availability of templates for open access and open data policies. So I promised to deliver a list of links to good sources for those matters.

Open Access policies

One of the best European list for sources can be found at Pasteur4OA:
http://www.pasteur4oa.eu/resources
Here you can find policy guidelines but also toolkits for research performing organisations and funders.

An overview about the OA mandates in the EU can be found here
https://www.openaire.eu/oa-policies-mandates

A Guide to good practices for university open-access policies by Stuart Shieber and Peter Suber of the Harvard Open Access Project helps to understand how to set the priorities.

There is an Open Access Policy Kit produced by RCAAP (Portugal Open Access Scientific Repository), which might be suited for your needs.

The UNESCO commissioned Policy Guidelines for the Development and Promotion of Open Access

The Harvard Library developed another model policy, which represents the accumulated experience of multiple institutions that have drafted and implemented open access policies

In case your institution has no open access policy, but you would like to implement it on project level, here is a good set of recommendations for researchers and project leaders: http://sparceurope.org/open-access/what-you-can-do/authors/

If you are interested in an overview of open access policies including open repositories, you should look here: http://roarmap.eprints.org/ The Registry of Open Access Repository Mandates and Policies (ROARMAP) is a searchable international registry of open access mandates and policies adopted by universities, research institutions and research funders.

Open Research Data Policies

An extensive list of resources is to be found here: http://www.dcc.ac.uk/resources/policy-and-legal/policy-tools-and-guidance/policy-tools-and-guidance

The RECODE booklet http://recodeproject.eu/wp-content/uploads/2015/01/recode_guideline_en_web_version_full_FINAL.pdf provides recommendations based on case studies.

OpenDOAR includes a policy tool for repository managers http://www.opendoar.org/tools/en/policies.php

OPENAire also provides an online tool for your Research Data Management Plan https://www.openaire.eu/opendatapilot-dmp

The Austrian Science Fund FWF is launching an open research data pilot: https://www.fwf.ac.at/en/research-funding/fwf-programmes/open-research-data/

A really useful timeline of open research data uptake was created at the Open Knowledge website: http://access.okfn.org/2015/04/30/open-access-to-research-data-timeline/
